Seating a place as a first-class citizen is a staged adoption path, gated by data-sovereignty readiness, that runs from a sovereign compute foundation to trustless cross-community stewardship. Each stage carries four plausible failures that derail it.

WHY IT IS GATED

Adoption is gated by sovereignty readiness, not by technical feasibility.

A place cannot be represented if the compute to host its agent does not exist on its territory, and it should not be represented without consent. The trajectory below sequences adoption from the lowest-risk step upward, so each stage de-risks the next. It rests on established Indigenous data-governance grounding: OCAP, CARE, and FPIC.

FORESIGHTSCOPE

The preferred trajectory, and the lines that derail it.

History converges at the present; the future cone expands to the right. Scenarios sit on horizon rings by likelihood. The preferred trajectory reaches collaborative cross-community stewardship, with a mid-horizon milestone of bounded pilots and knowledge aggregation. When a binding constraint is left unaddressed, the storyline falls to the off-ramp: the failure line into the lower half of the cone.

MULTI-HORIZON PHASING

H1 · 3-8 years · Compute-for-representation

Communities operate sovereign, energy-resilient compute on their own territory. A place can be represented because the compute to host its agent exists locally, under data-sovereign terms. This is the infrastructure gate: consulting and technical partnerships.

H1.5-H2 · 8-18 years · Bounded experimentation and knowledge aggregation

Stewarded presence agents pilot the representation of specific watersheds, corridors, and sacred sites under FPIC-gated protocols. Knowledge-context aggregation follows: traditional ecological knowledge, scientific monitoring, and cultural protocols compose while retaining integrity. Process design and oracle-as-a-service.

H2-H2.5 · 18-35 years · Collaborative composition

Trustless cross-community collaboration enables decentralised stewardship coordination and environmental-credit markets tied to outcomes. Communities coordinate at watershed and corridor scale through system rules rather than direct trust. Coalition facilitation and cross-community governance design.

THE FOUR-TO-TWO

For every path forward, four plausible failures that derail it.

The four-to-two framing, developed with Erin Trochim and Kimberly Yazzie, names four distinct failure off-ramps per stage, and the navigation logic to steer around each. Naming the failures is how a coalition steers clear of them. These are the lines that fall to the lower half of the cone.

Node 1: Compute-for-representation
  • Foreign compute dependency: external cloud reliance recreates external control and extraction patterns.
  • Talent and capacity gaps: infrastructure becomes ornamental when communities cannot operate it.
  • Energy-resilience failure: fragile power collapses representation exactly when it is needed most.
  • Kumbaya-assumption clash: historical inter-community tensions stall shared infrastructure.
Node 2: Bounded experimentation
  • Extractive-data-mining perception: without co-design and benefit, pilots read as neocolonial harvesting.
  • Consent violations in agent training: data used outside FPIC erodes trust in the whole concept.
  • Over-simplified place definition: reducing a place to a data model loses the relationships that matter.
  • Legal-liability gaps: unclear standing for agent outputs leaves communities exposed without benefit.
Node 3: Knowledge-context aggregation
  • Standardisation erases cultural specificity: external standards flatten distinct knowledge systems.
  • Knowledge commodification: aggregated knowledge treated as IP rather than a stewardship commons.
  • Technical-complexity exclusion: systems so complex only outside experts can run them.
  • Cross-protocol conflict: differing community protocols stall aggregation without a resolution path.
Node 4: Collaborative composition
  • Cryptocurrency-scam association: reputation contagion leads communities and regulators to reject the tools.
  • External market manipulation: large actors distort stewardship-credit markets away from ecological purpose.
  • Technical barriers exclude communities: only sophisticated communities participate, worsening equity.
  • Cross-border jurisdictional conflict: conflicting legal regimes fragment transboundary collaboration.
