Presence Assembly is a capability of the CitizenPOV platform, a separate and neutral entity. It seats a river, a watershed, an airshed, or a forest in the same transparent, auditable pipeline that carries citizen submissions, so an affected place holds standing on the record alongside the people who spoke.
The firewall
The neutral platform's trust is its core product, so the commercial relationships live in EverPresence. EverPresence designs the process, builds the stewarded agents, and advocates the practice. CitizenPOV Presence Assembly stays neutral transparency infrastructure. The separation keeps each entity credible.

Stance to policy
A represented stance flows through the pipeline the same way a citizen submission does: captured from the steward, clustered with human input, carried to the decision record, and left visible and auditable against open data. The place's perspective becomes a traceable line item rather than an omission.
Consent and data sovereignty
FPIC governs any representation tied to a community's land or waters, and it sets the tempo. Data handling follows the CARE Principles and OCAP. A community controls its own representation through a steward it chooses, and it can withdraw.
